§ 5-6. Final plat requirements.

  • (a)

    Submittal. The subdivider shall submit the final plat to the planning commission, through the city manager, three (3) weeks in advance of the meeting at which it is to be placed on the agenda.

    (b)

    Preparation; scale. The subdivider shall submit one (1) reproducible drawing for recordation and fifteen (15) copies, in a permanent material drawn to a scale of one (1) inch equals one hundred (100) feet, prepared by a land surveyor or certified professional engineer licensed by the state. Such plat shall not exceed twenty-two (22) inches by thirty-four (34) inches and shall be clearly marked "Final Plat."

    (c)

    Contents. The final plats shall include the following:

    (1)

    Name of subdivision, county, state, owner, true north point, scale of drawing and number of sheets. If shown on more than one (1) sheet, matched lines shall clearly indicate where the several sheets join. A blank oblong space three (3) inches by five (5) inches shall be reserved for the use of the approving authority.

    (2)

    Location of proposed subdivision by an insert map at a scale of not less than one (1) inch equals two thousand (2,000) feet indicating adjoining roads, their names and numbers, towns, subdivisions, and other land marks.

    (3)

    A boundary survey with an error of closure within the limits of one (1) in five thousand (5,000) related to the true meridian and showing the location of all monuments and their type of material. The survey may be related to the USGS state grid north if the coordinate of two (2) adjacent corners of the subdivision are shown.

    (4)

    Certificates signed by the surveyor or engineer setting forth the source of title of the owners of the land subdivided and the place of record of the last instrument in the chain of title.

    (5)

    A statement to the effect that the subdivision as it appears on this plat is with the free consent and in accordance with the desires of the owners, proprietors, and trustees, if any, which shall be signed by the owners, proprietors, and trustees, if any, and shall be duly acknowledged before some officer authorized to take acknowledgement of deeds.

    (6)

    When the subdivision consists of land acquired from more than one (1) source of title, the outlines of the various tracts shall be indicated by dash-lines, and identification of the respective tracts shall be placed on the plat.

    (7)

    The accurate location and dimensions by bearings and distances with all curve data on all lots and street lines and center lines of streets, boundaries of all proposed or existing easements, parks, school sites or other public areas, the number and area of all building sites, all existing utilities, and those to be provided such as sanitary sewers, storm drains, water mains, street lights, fire hydrants, manholes and underground conduits including their size and type, water courses and their names, names of owners and their property lines, both within the boundary of the subdivision and adjoining said boundaries, and the names of all streets.

    (8)

    All dimensions shown in feet and decimals of a foot to the closest one-hundredth of a foot, all bearings in degrees, minutes, and seconds to the nearest thirty (30) seconds.

    (9)

    The data of all curves along the street frontages shall be shown in detail at the curve or in a curve data table containing the following: delta, radius, arc, tangent, chord, and chord bearings.

    (10)

    All survey monuments and benchmarks, together with their description.

    (11)

    The accurate outline, dimensions and purposes of all property which is offered for dedication or is to be reserved for acquisition for public use, or is to be reserved by deed covenant for the common use of the property owners in the subdivision.

    (12)

    If a zoning change is involved, certification from the zoning administrator stating that the change requested has been approved and is in effect.
