Editor's note— The Charter is set out herein as enacted by Section 1 of Chapter 134 of the 1988 Acts of the General Assembly. Sections 2 and 3 of said chapter read as follows: "2. That Chapter 565, as amended, excepting § 1.3 of such chapter of the Acts of Assembly of 1954, is repealed." "3. That an emergency exists and this act is in force from its passage."
