§ 1-13. Validity of ordinances and resolutions.

All ordinances and resolutions heretofore voted upon affirmatively by the governing body for passage with all the necessary affirmative votes thereon and not subsequently repealed, rescinded or revoked by affirmative vote of city council are hereby restated, ordained, enacted, or resolved, and passed by council. Each such ordinance or resolution shall become the ordinances and resolutions of the city individually and severally, and shall be retroactive to the date of each ordinance or resolution heretofore considered and intended to be adopted even though such adoption or attempted adoption thereof was not followed by a recording of each council member and his or her vote on each such ordinance and resolution.
