Because of the special problems related to mobile home communities, including subdivisions, that are not necessarily associated with other subdivision developments, it is necessary to provide for a separate article relating to their construction to:
(1)

Promote the safety and health of the residents of such communities and other nearby areas.

(2)

Encourage economical and orderly development of such communities.
